The Court of Appeal has heard that proceedings in Stephen Silver's appeal against his murder conviction have become stalled over disclosure of psychiatric evidence held by the Director of Public Prosecutions. At the Court of Appeal hearing on 12 May, counsel for Silver informed the court that his legal team has requested comprehensive psychiatric disclosure from the DPP but has encountered difficulties in obtaining it. Mr Justice John Edwards, who presided over the hearing, expressed concern that the impasse is creating broader consequences. The coroner for County Roscommon is unable to conclude the inquest into Garda Horkan's death while the appeal remains pending. The judge characterised the delay as intolerable for the deceased garda's family and indicated that a motion may be brought if the disclosure obstruction persists. The matter was adjourned to a case management hearing scheduled for 20 June 2025.
