The boy, who has been deaf since birth, is said to need an ISL teacher to receive an adequate education. His parents claim they have sought this support for years but have not received it. The school had at one time employed an ISL‑qualified teacher, but that teacher's contract lacked benefits such as paid leave. More recently, Special Needs Assistants have been hired, some of whom lack proper qualifications, and a qualified candidate declined the role because of low pay.
