Mary O'Donoghue alleged Clare County Council discriminated against and harassed her and failed to provide reasonable accommodation when it replaced concrete blocks at the entrance to Council land where she had placed her caravan. The WRC found the events did not involve a service or accommodation covered by the Equal Status Act and dismissed all complaints as frivolous. It had accepted the Council as the correct respondent and rejected its time-limit objection.
