Equality Officer Marian Duffy dismissed Martin Delaney and Diana Delaney’s housing discrimination and harassment complaints against Clare County Council after they did not attend either hearing. The decision was dated 6 November 2008; the merits were not decided. The couple alleged discrimination on Traveller community and race grounds over housing and accommodation needs. Their representative said she had been unable to contact them. The officer found their failure to attend unreasonable and concluded the investigation after no evidence supporting the discrimination allegation was presented. The officer separately ordered the couple’s representative, Heather Rosen, to pay Clare County Council €200 in expenses for obstructing and impeding the investigation.
