In 1987, the Labour Court recommended a pay pause until 1 December, followed by a 3% increase for six months for workers at R & H Hall Limited's Waterford terminal. The recommendation was signed on 9 November 1987. The Amalgamated Transport and General Workers' Union sought a 10% increase for 12 months on behalf of 17 workers and said it would accept 6% without a pause. R & H Hall said the Waterford terminal was losing money and could not afford an increase. The Court also recommended that the parties negotiate to resolve their difficulties and preserve employment.
