In 1988, Trinity House School, the Department of Education and the Department of Finance faced the Local Government And Public Services Union's claim for pay and conditions parity for three instructors with teachers. The Labour Court's recommendation, signed on 30 March 1988, was not to recommend conceding the union's claim. The union argued that instructors shared teaching duties with teachers; the departments said the instructors' qualifications and training and work-experience duties differed.
