In 1988, the Labour Court did not recommend that Kilkenny County Council concede the Federated Workers' Union Of Ireland's claim to maintain drivers' pay rates during temporary redeployment to road-maintenance work. The recommendation was signed on 14 July 1988. Four drivers accepted temporary road-labourer jobs at the lower grade rate after the council laid off 19 drivers following cuts to its road-grant allocation. The Court said the council had not acted unreasonably, taking account of the employment-security code and the council's financial constraints.
