In 1989, the Labour Court recommended that Westmeath Offaly Independent Limited and the Irish Print Union negotiate a realistic salary scale for the claimant, to take effect when the Programme for National Recovery expired. The recommendation was signed on 22 August 1989. The union sought application of its clerical rate; the company said local pay reflected local conditions and noted the worker’s pay had increased by 28% in less than a year.
