In 1989, the Labour Court did not recommend conceding the Union of Construction, Allied Trades and Technicians and Irish Transport And General Workers' Union's claim for an eating-on-site allowance with an 8am start. The recommendation was signed on 28 September 1989. The unions sought the allowance for about 30 craftsmen and mates, who were willing to accept a shorter lunch break but wanted to keep their 8am start. Galway County Council proposed an 8.30am start, and the Court considered this reasonable because most council workers began then.
