In 1991, the Labour Court recommended that the employers in Dublin And Dun Laoghaire Drapery Footwear and Allied Trades offer the final phase of the Programme for National Recovery pay terms from 1 October 1990 for 12 months, and that the Irish Distributive And Administrative Trade Union accept it. The union argued that the existing wage round had ended and a new deal should begin. The employers said workers had already received benefits under the programme. The Court said the terms accepted from October 1988 were indistinguishable from the programme’s terms. The recommendation was signed on 12 February 1991.
