In 1991, the Labour Court recommended that Irish Rail accept the Rail Operative Trade Union Group and National Busworkers' Union’s claim concerning locomotive drivers recruited before 1947. It also recommended that the parties agree a new wage-payment system. The unions said some members had not received a first-week wage advance and disputed its recovery from their pay at retirement. Irish Rail said its payroll system applied before 1947 and all wages due were paid on retirement.
