In 1991, the Labour Court recommended that the Office Of Public Works (O.P.W.) concede the Services Industrial Professional Technical Union’s claim to regrade five Storekeeper/Clerks to foreman, grade III. The recommendation was dated 28 August 1991. The union said the workers performed similar functions and cited a job-evaluation report recommending regrading. The O.P.W. argued that foreman grade III roles generally carried greater responsibilities and supervision duties.
