In 1993, the Labour Court recommended that the Revenue Commissioners apply an 11% machine rate whenever workers operated a two-colour litho machine. The recommendation was signed on 6 December 1993. The Irish Print Union sought to raise the allowance from 8% to 11% of basic pay for eight workers. The Revenue Commissioners argued that the workers' weekly pay already exceeded the standard operator rate and that the claim duplicated a separate pay increase. The Court recommended applying the 11% rate for any period of operation.
