The Labour Court recommended that civil craft workers employed by Dublin County Council should not be excluded from competitions for supervisory posts in its Parks Department. The recommendation was signed on 13 July 1994. Building and Allied Trades Union and Union of Construction Allied Trades and Technicians sought access to the posts. Dublin County Council said they required horticultural qualifications or a five-year gardening apprenticeship. The Court recommended using the same criteria as for foremen and assistant foremen in local-authority craft grades. It also recommended that the council and the unions put an arrangement in place to address civil craftsmen’s promotional prospects across all sections, including Parks.
