The Labour Court recommended that Health Boards and Local Authorities introduce fortnightly pay for craft workers, with safeguards during the change. The recommendation was signed on 15 November 1995. The Local Authority Craft Group of Unions opposed the move, proposing weekly pay and retention of time off on pay days. Management said electronic transfers could reduce administrative costs without affecting earnings. The Court recommended fortnightly pay, a clear explanation of the change and safeguards against any effect on pay. It also recommended that workers retain time off on pay days on a red-circle basis and receive a £275 loan, repayable in 104 weekly instalments of £2.64.
