On 9 July 1997, the Labour Court recommended that Tipperary (North Riding) County Council make permanent workers continuously employed for more than two years. It also recommended applying travel allowance to continuously employed temporary workers, based on their original employment base. The Services Industrial Professional Technical Union had raised concerns about falling staffing levels, long-term temporary contracts and unpaid travel allowances. The Court recommended maintaining the existing staffing agreement and clarifying its funding condition.
