The Labour Court recommended that members of the National Bus and Rail Union and Services Industrial Professional Technical Union accept proposals to settle a dispute over the elimination of the locomotive foreman position in Waterford. The recommendation was signed on 13 November 1997. The post had been one of few promotion opportunities for 25 drivers. Iarnrod Eireann had offered £5,000 to divide among them, then made a final offer of £500 per driver, which the drivers rejected by ballot. The Court considered the proposals from conciliation fair in the circumstances.
